The existing Power Purchase Agreement (PPA) is set to expire on 12/31/24. The agreement requires Duke to pay the County for electrical power sales and capital cost avoidance capacity payment. Current annual electrical power payments are $12-14M and the table below lists the annual capacity payments owed to the County as long as the Waste to Energy (WTE) Facility operates at or above 70% availability. CIP Project Portfolio Management is a collection of projects and programs, grouped to facilitate effective management of that work to meet strategic goals of the County through the Capital Improvement Plan process. The intent of this initiative is to adopt a portfolio approach to prioritizing capital projects and improve process for managing projects to enhance output, reporting, and decision support. Initiative deliverables include project prioritization criteria, portfolio development and project mapping processes, a CIP Project Management Handbook, an administrative directive, staff training, and centralized reports. By establishing various working groups for this initiative, County staff have defined criteria to prioritize capital projects, developed a handbook and training for project managers, offered training to current county project managers, and developed a reporting tool to monitor capital projects.

The County's coastal engineering consultant is completing a feasibility study of Shell Key and the Grand Canal to develop alternatives, including dredging, to address the sand accumulating in the area that is restricting, or threatening to restrict, boater access.

Redevelopment code focused on the relationships among buildings, sidewalks and streets, as well as promoting walkability. Form-Based Code guides the development and redevelopment of properties within a specific area. Compared to conventional zoning, Form-Based Code puts less emphasis on the use inside a building and more on its form and placement, location of parking, treatment of public/private spaces and other aspects. Overall, the code results in more predictable redevelopment that enhances the community’s character.

The SRAP is a multi-year project to set the foundation and platform for sustainability and resiliency initiatives, planning, programs, policies, and solutions. This process will take an evidence-based, comprehensive approach to develop achievable strategic goals and objectives, measurable short to long-term actions, process integration, and decision-support tools. It will promote organizational and community-based sustainability and resiliency activities and programming in alignment with the County's Strategic Plan, structure, operations, and services. The SRAP will also prioritize the economic and social case for environmental sustainability, community resiliency, hazard mitigation, and climate change adaptation, including cost savings, economic opportunity, and self-sufficient programs.
