CIP Project Portfolio Management is a collection of projects and programs, grouped to facilitate effective management of that work to meet strategic goals of the County through the Capital Improvement Plan process. The intent of this initiative is to adopt a portfolio approach to prioritizing capital projects and improve process for managing projects to enhance output, reporting, and decision support. Initiative deliverables include project prioritization criteria, portfolio development and project mapping processes, a CIP Project Management Handbook, an administrative directive, staff training, and centralized reports. By establishing various working groups for this initiative, County staff have defined criteria to prioritize capital projects, developed a handbook and training for project managers, offered training to current county project managers, and developed a reporting tool to monitor capital projects.

The existing Power Purchase Agreement (PPA) is set to expire on 12/31/24. The agreement requires Duke to pay the County for electrical power sales and capital cost avoidance capacity payment. Current annual electrical power payments are $12-14M and the table below lists the annual capacity payments owed to the County as long as the Waste to Energy (WTE) Facility operates at or above 70% availability. FYI, the WTE Facility has been operating above 98% since with the TRP capital reinvestment. •The capacity payment balance owed to the County is: ◦2020 $61.4M ◦2021 $65.3M ◦2022 $69.4M ◦2023 $73.8M ◦2024 $78.5M ◦Total $348.4M

The SRAP is a multi-year project to set the foundation and platform for sustainability and resiliency initiatives, planning, programs, policies, and solutions. This process will take an evidence-based, comprehensive approach to develop achievable strategic goals and objectives, measurable short to long-term actions, process integration, and decision-support tools. It will promote organizational and community-based sustainability and resiliency activities and programming in alignment with the County's Strategic Plan, structure, operations, and services. The SRAP will also prioritize the economic and social case for environmental sustainability, community resiliency, hazard mitigation, and climate change adaptation, including cost savings, economic opportunity, and self-sufficient programs.

Pinellas County Emergency Management (PCEM) is reassessing all school sites for utilization and capacity during an evacuation. Meetings have been scheduled with City Managers to identify additional community sites. Additionally, PCEM is working with the State to assess newly identified community sites for risk-level. Lastly, Penny IV funding will support implementing mitigation measures for shelters including a generator at Lealman Exchange. PCEM is currently coordinating with Pinellas County Schools to identify how to utilize Penny IV funding for other potential shelter sites.
